Finance Minister Bill English says there will be no surprises in this year's Budget, to be delivered on 24 May.
Mr English says the Government has already laid out its economic plan and the Budget will focus on implementing that plan.
He says the Government is on track to get back into surplus in 2014-15 but this will require tight control over spending.
