Wellington Regional Council has agreed to set up an independent panel to investigate super city options for the region.
The panel will assess four governance models and recommend which one it thinks is best.
It will be formed by the end of April, with a view to a new governance model being in place for the next local body elections in 2013.
The council will now ask the region's eight other councils if they want to join it in setting up and paying for the panel.
