Dunedin City Council is looking to open an office in Shanghai as part of its efforts to promote the city overseas.
It aims to encourage closer economic ties between the sister cities.
A report says the new office would promote Dunedin education, tourism and business in Shanghai.
An update on the project will be given at a council meeting on Monday.
