The vehicle was stopped on State Highway One yesterday.

Waikato police said the woman was clocked doing 114 km/h in a 100 km/h zone at the time.

The driver did have a baby seat, but it was in the boot of the car.

Waikato Road Policing Manager Freda Grace said the woman's actions were disappointing given that children are among the most vulnerable and rely on parents to make good decisions.

"They are unable to make those decisions for themselves so they depend on their parents or adults to make those decisions for them, so it's just really disappointing that despite all of the publicity and education that is available people still continue to do that."

There are plenty of warnings and education available about securing young children in the car, Ms Grace said.

In a Facebook post, the Waikato Road Policing Team said it was "absolutely heart-wrenching and extremely disappointing" to find the children were unrestrained.

The mother was fined $380.
