Owaka schoolgirl murderer denied parole

The man who raped and murdered Owaka schoolgirl Kylie Smith in 1991 has been denied parole, as he still poses a high risk of sexual offending and violence.

Paul David Bailey received a life sentence in February 1992 for killing the 15-year-old in South Otago, and became eligible for parole in 2006.

After an April parole hearing, the Parole Board said in a decision released today that the latest psychological report for the Board found Bailey struggled to develop an emotional appreciation of the impact of his actions.

The board said Bailey - who did not seek parole - accepted he had work to do.
