The Capital & Coast District Health Board says an upgrade to Ward 27 at Wellington hospital will begin in a few weeks.
Three patients walked out the ward for acutely unwell mental health patients in 2003.
One committed suicide and another climbed into a tiger enclosure at Wellington Zoo and was seriously injured.
The $5 million upgrade will take about 14 months.
