Northland's Road Safe Forum says people walking on rural roads at night need to take more responsibility for their own safety.
It follows a coroner's report on the 2009 crash in which teenager Rawiri Wilson was struck and killed by a police car on State Highway 1 near Kaikohe.
Coroner Garry Evans says the officer driving may have been distracted by a text, but might have avoided hitting Mr Wilson if he'd had his headlamps on full beam, instead of dipped.
He recommended the Land Transport Authority look at making rules about when drivers must have their lights on full beam and rules for safe walking on state highways.
Northland RoadSafe says accidents involving pedestrians on rural roads are too common and people should wear reflective clothing or take a torch if they're walking on dark roads at night.
