Tertiary Education Minister Steven Joyce says Otago University must be careful not to break the rules on compulsory student fees.
The university is taking over student fees from the Students Association and raising them by 16% next year now that student union membership is no longer compulsory.
Mr Joyce also questions the 16% rise, saying it is not fair on students.
But chief operating officer John Patrick says the university has charged only for the items the minister allows.
