the Canterbury Communities Earthquake Recovery Network doubts new council elections would bring changes at Christchurch City Council.
About 2000 people on Thursday protested outside the council offices calling for early elections and a new chief executive.
But the group - a network of residents and community groups - says an early election could further slow the city's recovery, and result in the same problems.
It is calling for a group of community and business people to be set up to work with the council.
Spokesperson Tom McBrearty says the anger is definitely widespread and changes need to be made.
The Parklands Recovery Group says it suspects some of the unhappiness is really with the Canterbury Earthquake Recovery Authority and the council is bearing the brunt of the anger.
