Proposed new infringment rules for the national livestock identification and tracing scheme have been put out for public consultation.
The NAIT scheme became compulsory for cattle last month.
Regulations are already in force covering obligations and exemptions, as well as fees and other administrative details.
But the Ministry for Primary Industries is also proposing 12 infringement offences and regulations covering access to information held in the NAIT data-base.
The deadline for public comment on the new rules is 5 September.
