Hawke's Bay Regional Council is offering a fortnight's amnesty from Monday to irrigators on the Heretaunga Plains without a resource consent, before instituting a clampdown.
Compliance manager Bryce Lawrence says the illegal take of water has been a big issue for the council for some time.
Mr Lawrence says staff recently located three landowners in the Twyford area west of Hastings who were irrigating without a consent.
