Rural Women New Zealand says its members are divided on the change to the driving age.
The minimum legal age for learner drivers licence went up from 15 to 16 on 1 August.
President Liz Evans says a small majority in a survey of members agreed with the change as it was in line with the school leaving age.
However, she says the change will be hard for some young people living in the country.
"Young people can be disadvantaged by where they live. (Driving) is kind of an essential thing (in the country),'' she said.
Federated Farmers says the change to the driving age will be a burden to rural parents.
Transport spokesperson Ian McKenzie says the federation remains opposed to the change.
''Because of the distance to schools, there's a burden on parents to run their children around for another year,'' he said.
