Southland farmers are against a new rule on dairy farm conversions which is due to be enacted in December.
Southland Regional Council has issued a draft policy to make all new dairy farms a discretionary activity.
This means farmers will need to prove they can comply with resource consents before a conversion goes ahead.
The policy is likely to come into effect on 17 December after a full council vote. Submissions will be allowed until March next year.
Southland dairy farmer representative Russell MacPherson says that's an unfair process.
However, Southland chief executive, Ciaran Keogh says a full consultation process will be carried out by the council and the rule could be revised.
