Rights holder tips England and Japan as Cup hosts

England and Japan look likely to host the next two rugby World Cups after organisers recommended the two countries to the International Rugby Board council.

England's got the nod for 2015 and Japan in 2019, with the IRB to finalise the hosts at the end of the month in Dublin.

Rugby World Cup Limited, which owns all rights associated with the tournament and is under the control of the IRB, described its two choices as achieving a balance between making money and then developing new rugby markets.

They also said they did not want matches to be shared with neighbouring countries as has been common in several previous tournaments.

Italy and South Africa had also issued tenders for the world's third-largest sporting event.
