The All Blacks may not face a full strenght Welsh side on their European tour in November.
Court action looks likely following the stand-off between clubs and country over players being released for the match which is outside the IRB's agreed test window.
The Welsh Rugby Union, which has just announced a profit of 2 and a half million dollars, has offered each of the 4 regions a quarter of a million dollars to release their players.
However the regions dispute the figure and say there is little alternative but to meet the WRU in the High Court.
Despite almost two years of talks, the Union and the regions have so far failed to agree on a new participation agreement, a document which it was hoped would formalise the relationship between them.
The regions want more money per season from the governing body, arguing that it is vital to help them keep Wales' stars playing in Wales.
The WRU has already sold out the New Zealand Test at the 74,500-seat Millennium Stadium in Cardiff.
