Romania or Uruguay will fill the final place at next year's Rugby World Cup in New Zealand.
The two sides will meet in a two-legged play-off final in November with the winner earning a place in Pool B alongside Argentina, England, Scotland and Georgia.
Romania have competed in all six previous World Cups.
