The Bay of Plenty rugby side has won its third straight national provincial championship game.
Bay of Plenty has kept North Harbour winless with a 38-31 victory at Mt Maunganui's Bay Park stadium.
The Steamers led 14-7 at half time.
They remain unbeaten along with Wellington.
