The Arsenal manager Arsene Wenger has all but ruled out any January signings saying only a transfer cap will establish the Premier League's true champions.
Wenger remains convinced he can win the title without spending hundreds of millions of dollars, despite watching Manchester City buy their way into title contention.
Wenger says the true test would be to give each of the 20 Premier League club a 100 million pound budget and whoever wins would be the true champion as everybody would have had the same resources.
