The man convicted of abducting and murdering Lower Hutt teenager Karla Cardno has been denied parole.
Paul Joseph Dally has been behind bars for almost 19 years for the 1989 murder of the 13-year-old, who was snatched as she biked home from school.
In a decision released on Monday, the Parole Board said Dally was making good steps towards dealing with his previous "appalling behaviour", but he still had a medium to high risk of reoffending.
The board recommended Dally be moved to a self-care unit, but said he should not misinterpret it as a step towards reintegrating him with society.
