A Hawke's Bay iwi leader says he does not believe the Government can meet the deadline for settling Treaty claims.
The Government wants to resolve Treaty claims by 2014.
Tom Mulligan, from Ngati Kahungunu and Ngati Porou, says there is a lot of work to be done on claims in Hawke's Bay.
While everyone wants to resolve the claims by 2014, he says he does not think that will happen.
Mr Mulligan says many New Zealanders still do not understand the Treaty of Waitangi.
