Domestic passenger numbers at Wellington airport dropped 7% in March compared with a year ago.
Infratil says the fall is partly due to the weak and uncertain economy, but it also reflects the high numbers that were stimulated by Pacific Blue's entry into the market in late 2007.
International passenger numbers were down 1% relative to March last year.
