New figures released by the Public Service Association show thousands of jobs have been axed since November's election.
The union says 2,000 jobs have gone, including 600 at the Ministry of Social Development and 500 at New Zealand Post.
Hundreds more jobs have gone at Inland Revenue, TVNZ, the Tertiary Education Commission, ACC, the Ministry of Fisheries and the National Library.
The PSA's National Secretary Brenda Pilott says the job losses reflect cuts in baseline funding in those departments.
She says it's noteable that Treasury, whose secretary John Whitehead has advocated contracting out some public service jobs, is largely unaffected.
She says funding for Treasury increased this year, by just over $6 million, or almost 10%.
