The Corrections Department rejects claims by the Corrections Association that an Employment Court ruling clears the way for more than two prisoners to be put in a cell together.
The court found the department's plan to increase double bunking at four of the country's newest jails is not in breach of the union's collective agreement.
While the department says it can't completely rule out extending double bunking at other prisons in the future, there are no current plans to do so.
And it says it has no plans to place more than two prisoners in one cell.
