Labour's spokesperson for water issues, Meka Whaitiri, won't say if she's for or against a planned dam in Hawke's Bay.

The Ikaroa-Rawhiti MP says she's been studying the proposal for the Ruataniwha Water Storage Scheme for a year.

Before entering Parliament in July, Meka Whaitiri was the chief executive of Ngati Kahungunu, whose territory covers the area where the project could be built.

She says opinions on alternative options have not been tested.

Ms Whaitiri says the process for the plan, lead by Hawke's Bay Regional Council, has not allowed the community and the people of Ngati Kahungunu the opportunity to look at the council's research and reports to agree that the dam might be the best outcome.
