The National Distribution Union wants the Maori fishing quota to be examined in a ministerial inquiry into the use of foreign fishing vessels in New Zealand waters.
The inquiry was set up following accusations of ill-treatment of crew on some foreign charter trawlers.
A panel and terms of reference for the investigation were announced on Tuesday.
The terms include consideration of whether the overseas trawlers benefit the New Zealand economy and the quota owners.
National Distribution Union organiser Syd Keepa says his message to the inquiry will be that Maori need jobs in the fishing industry to tackle the high rates of unemployment and low wages.
The inquiry panel is due to report to the Government on 24 February 2012.
