Iwi should run Kohanga Reo - Puketapu

Kohanga Reo founder Kara Puketapu says the movement's national trust is outdated and funding should flow through regional iwi bodies.

The Kohanga Reo Trust Board fears that rules for mainstream pre-schools will be forced on Maori language nests following criticism from the Early Childhood Education Taskforce.

Mr Puketapu helped set up the first kohanga reo in 1982, but in 1995 the Wainuiomata kohanga began dealing directly with the Education Ministry, rather than through Kohanga's National Trust.

A former head of the Department of Maori Affairs, Mr Puketapu says regional structures have matured since the Kohanga National Trust was set up, and iwi leaders should now guide language revitalisation.

He says funds should be flowing directly to the operational front without any take from the trust.

Mr Puketapu says the kohanga trust can't embrace the new media technology which is crucial to te reo's future.

A member of the Early Childhood Education Taskforce says kohanga reo need to chase higher professional standards for teachers.

The report in June found the kohanga movement has been too politically sensitive to touch, but says that should not trump children's safety and well-being.

In response, the Kohanga Reo Trust Board wants a Waitangi Tribunal hearing, fearing mainstream pre-school centre rules will be forced on Maori language nests.

One-third of kohanga attract extra Education Review Office scrutiny - three times the rate of other early childhood centres.

Taskforce member Aroaro Tamati, who runs a New Plymouth language nest outside of the Kohanga movement, says greater professionalism does not undermine Maori values.

She says kohanga need better qualified teachers - and the funding they attract.
