President Hamed Karzai says the United States wants to retain nine bases in Afghanistan for training and support missions when combat operations end there next year.
The BBC reports the bases would be spread across the country.
"We are in very serious negotiations with America," Mr Karzai said on Thursday.
"America has got its demands, Afghanistan too has its own demands, and its own interests... They want nine bases across Afghanistan."
