The European Union is to pledge more than 520 million euros ($US673 million) to help rebuild Mali at a at a conference of international donors in Brussels.

European Commission President Jose Manuel Barroso said the money would help the West African state become "stable, democratic and prosperous".

France sent troops to oust rebels from northern Mali in January.

Mali's government wants to rebuild government institutions and the military, repair damaged infrastructure, organise presidential elections, hold dialogue with rebel groups in the north and stimulate the economy.

The BBC reports the cost of this plan is 4.3 billion euro.

France began withdrawing the first of its 4500 troops last month. It hopes to have only 1000 remaining by the end of the year.
