NATO freezes relations with Russia

Foreign ministers from NATO say they cannot conduct business as usual with Russia after its conflict with Georgia.

A statement issued after a meeting in Brussels on Tuesday said the future of relations will depend on whether Russia abides by the French negotiated ceasefire agreement and implements it in full.

NATO has described Russia's military action in Georgia as disproportionate and inconsistent with its peacekeeping role in Georgia's disputed territories.

It says there are signs that Russia is failing to withdraw its forces from Georgia.

NATO Secretary General Jaap de Hoop Scheffer said the alliance was effectively freezing the NATO-Russia Council, a bilateral body established in 2002 as a framework for dialogue.

In response, the Russian navy has cancelled a planned visit next month by a United States navy frigate to a port in the far eastern region of Kamchatka.

Meanwhile, Russia has given a date by which it will pull troops in Georgia back to positions set out in a ceasefire agreeement signed at the weekend.

President Dmitry Medvedev now says Russia will move some of its "peacekeepers" to a temporary security zone by Friday.

He says the remaining contingent will be pulled back to the territory of South Ossetia and to Russia.
