Russian adoptions to US halted

Russia has halted adoptions to United States families after an American woman sent her adopted son back to Moscow on a plane with a note disowning him.

Artyom Savelyev, aged seven, arrived alone at a Moscow airport last week with a letter asking the Russian government to annul the adoption on the grounds he is mentally unstable.

Torry Hansen, 33, reportedly adopted the boy from the far eastern town of Partizansk last September.

The Foreign Ministry says no further adoptions will be approved until a new agreement regulating the procedure is reached with US authorities.

President Dmitry Medvedev has called for an agreement setting out the duties of American parents in such cases and creating a system to monitor the treatment of adopted children.
