Prosecutions wanted for parents of neglected adopted children

Russian authorities want the power to prosecute American parents who neglect adopted Russian children.

Russia has frozen all adoptions by Americans after a boy, aged seven, was sent alone on a flight to Moscow by his adoptive mother, who said she no longer wanted him.

The government described the case as "a monstrous deed" and "the last straw".

Negotiations are being held in Moscow on a new treaty.
