A public inquiry in Canada has concluded that police officers were not justified in using stun guns at Vancouver airport against a Polish immigrant in 2007 who later died.

Images of the officers repeatedly stunning the man, who was confused and did not speak English, prompted public outrage in Canada.

The provincial government of British Colombia said it would immediately hold an investigation.
