US Secretary of State Hillary Clinton is insisting that the United States remains committed to positive ties with Russia.
Ten people were arrested last Sunday and accused of being spies for Russia. An 11th man has skipped bail in Cyprus and is still at large.
Amid fears the scandal could cool the ties between Moscow and Washington, Mrs Clinton insisted the future is positive, during a visit to Ukraine.
The suspects are accused of conspiracy to act as unlawful agents of a foreign government; a crime less serious than espionage, but which carries up to five years in prison.
