Foreign Affairs Minister Murray McCully says 2014 is an ambitious target set for Afghan forces to take charge of security in Afghanistan.
Foreign ministers and delegates from more than 60 countries, who met in Kabul on Tuesday, agreed to the deadline.
They also agreed that 50% of international aid should be channelled through the Afghan government within two years, provided that corruption is gone.
Mr McCully says more work is needed in dealing with corruption.
He says corruption is an area in need of serious attention and anti-corruption measures are key to building confidence among contributing nations.
He told the meeting that free, fair and transparent elections are also needed in Afghanistan.
NATO Secretary-General Anders Fogh Rasmussen said some foreign troops will stay in Afghanistan after the handover.
About 150,000 US and NATO troops are in Afghanistan fighting the Taliban.
