Officials say the explosion was near the Anbar provincial government's offices in central Ramadi at 10am (0700 GMT) on Sunday.
The BBC reports more than 20 people were wounded. Police said the casualty toll was likely to rise.
In February, a suicide car bomb attack at a checkpoint near government buildings in the city killed 11 people.
Regional governor Qassim Mohammed was severely wounded by two suicide bombers in Ramadi last December who killed 25 people.
