Talks between North and South Korea ended without agreement on Tuesday.
Officials from both sides gathered at a joint industrial zone built with South Korean investment, and situated inside the North.
They met at the request of North Korea.
However, the talks were delayed by 12 hours by procedural wrangles and lasted only 22 minutes when they finally got underway.
There was no agreement on another meeting.
