North Korea renews proposal for talks

North Korea has again called for unconditional talks to ease tensions despite a cool response from both South Korea and the US to previous offers.

It has also said it would reopen a liaison office with the South at a joint factory-complex just north of the demilitarised zone that divides the peninsula, the BBC reports.

South Korea says it will review the latest offer but has dismissed previous overtures as propaganda.

The United States has said North Korea must first show it is prepared to end military provocation and abide by earlier commitments to shut down its nuclear programmes.
