The European Commission has announced a top level EU delegation will be going to Zimbabwe next week - the first visit of its kind for seven years.
Southern African heads of state have called for an end to international sanctions against Zimbabwe.
However, senior EU officials say there is no plan to lift sanctions. The BBC reports they say it is just a preparatory visit, to re-establish a political dialogue.
