Hospital beds in Victoria are still closed as nurses continue to defy an order by Fair Work Australia to end their bans on beds.
The federal agency issued an order for a second time on Friday.
It stipulated that the union must take all reasonable steps to inform its members of the tribunal's decision.
The Australian Nursing Federation says 865 beds remain closed across the state - a number disputed by the state government, which says 131 beds are closed.
ANF secretary Lisa Fitzpatrick says the union has complied with the order by FWA, but it is up to its members whether they continue the action.
State Health Minister David Davis says the union is playing games.
The ABC reports the nurses want a pay rise of 18.5% over four years.
