Does that mean the law prohibiting its use is not working?&nbsp; And if so, what should replace it?<br />

Reporter Penny Mackay talks to New Zealanders who vehemently oppose any relaxing of cannabis laws, those who say its use should be a health rather than criminal justice issue,&nbsp; those who want it decriminalised, those who want it legalised, and those who want at least medical marijuana freely and officially available.</p>

<p>This radio special traces how the &ldquo;lost notebook&rdquo; of unrecorded songs were found then recorded by a range of artists whose own sensibilities have been shaped by Williams.</p>
<p>The programme features interviews and recordings with Bob Dylan, Lucinda Williams, Jack White, Merle Haggard, and Sheryl Crow among others.</p>
