Bougainville's constitutional draftsman, Sir James Fraser, is working round the clock to prepare the first official draft to be given to the Papua New Guinea government.
The Post Courier reports the initial draft was completed last month but executives involved in the process say they are working on getting funds from the National government to further revise it.
They say they know the money is coming but they don't know when.
