It's hoped an incomplete hotel in the Cook Islands will be finished after a ten year delay following the granting of a lease to a New Zealand company.

The owner of the site of the Vaimaanga Hotel in Rarotonga, Pa Ariki, says the decision by the Leases Approval Tribunal was a relief.

The Tribunal had sat four times to consider the case.

The government had expressed concerns over the lease being granted to the Covington Group because of questions over the company's ability to complete the project.

The government also had worries over the provision of water and power.

But the Tribunal decided that such issues were outside its jurisdiction
