Americans Samoans should have say on plurality bill

The American Samoa Legislature wants more time to discuss Congressman Faleomavaega's plurality election bill.

Under the bill, the American Samoan Congressman would be elected by a simple majority.

Currently the successful candidate must win 50 percent plus one of the votes cast, and if there is no clear victor in the first ballot, a run off is held between the top two vote getters.
