The Papua Presidium Council has condemned the attack in Bali and called for an independent international commission of inquiry to investigate the blast.

It says evidence suggests that terrorism in Indonesia is difficult to combat because of the thin line between those committing such crimes and the military.

It says such savagery is not new for many parts of Indonesia where untold lives have been lost.

A presidium statement says the military often condones such acts or orders them under the pretext of preserving political stabilty.
