12:23 pm on 31 October 2002

Bougainvilleans living outside Papua New Guinea are calling for dual citizenship provisions to be included in the new Bougainville constitution.

And they also want the constitution to include two houses, a senate, and a house of representatives in which the chiefs will be involved.

Moses Havini, a long time resident in Sydney, says the provision also allws for the naturalisation of foreign nationals.

He says this will facilitate the reunion of Bougainville families that have drift apart during the island's struggle for freedom and peace.

Mr Havini says the peace and reconciliation process includes the reunion of family members and the mending of family relationships.

The first draft of the constitution is expected to be ready by February.
