American Samoa's auditor wants to be able to check any government department.
George Webster, has asked governor Togiola Tulafono and the Legislature for subpoena powers that would allow the Audit office to obtain the documents needed to conduct a review.
Mr Webster says the request comes after some government departments had refused or delayed a request for an audit.
