A review into the Papua New Guinea police force has found that it is incapable of handling its constitutional duties.
The Post Courier says a report is due out soon but a senior member of the review team and director of operations at the Ombudsman Commission John Toguata revealed some findings during an anti-corruption Forum in Lae.
Mr Toguata says the review found the force did not have the capacity to effectively carry out its functions and said the Government was partly to blame.
He says there are some honest police around but their work is hindered by many factors, including reduced Government assistance.
Mr Toguata says the review team received an overwhelming number of complaints about police brutality and lack of professionalism.
He said he believed the Enhanced Co-operation Package with Australia would offer some hope.
Up to 210 Australian police are to be stationed in PNG as part of the ECP.
