Leading Bougainville businessman says competence assessment the province's first priority

A leading businessman in the Papua New Guinea province of Bougainville, Robert Atsir, says a priority for the new government should be a competence assessment of its capabilities.

The peace agreement with the national government calls for a phased devolution of responsibilities from Port Moresby.

Just before last month's election, the minister responsible for Bougainville affairs, Sir Peter Barter, said he regretted the provincial administration hadn't done more to plan for restoration and development.

Mr Atsir, who is chairman of the Bougainville Businessman's Association, says isolating what strengths and weaknesses the Bougainville adminstration has should be the key priority.

"And during the first 100 days it should engage a consultant to prepare capacity and competency report to help the ABG (Autonomous Bougainville Government) create its priority list. so far that would be the first step towards the transfer of powers and functions down from the national government. I think the criteria should be a matter of competence rather than the urge to get down and grab powers down the line."
