The Pacific Islands Forum says it is not the right time to comment on the Fiji Reconciliation and Unity bill, saying it still has a fair distance to go.
The Forum's secratary-general, Greg Urwin, says member countries are making their views known on the bill which has been at the centre of a major controversy.
The Fiji government has tried to suspend the military commander over his criticism of the bill.
Mr Urwin says it is prudent to let the discussions develop.
"We owe it to Fiji as a fellow member to have, to get on with this debate that is clearly going on."
