A spokesperson Rodney Kamas says Sir Michael Somare found the move necessary after the housing minister Atimeng Buhupe was dumped.
The former justice minister Mark Maipakai now heads housing, with Bire Kimisopa now at justice and Alphonse Moroi taking over as police minister.
Bart Philemon has retained treasury, but his finance portfolio has been given to the forest minister, Patrick Pruaitch, who is also the acting National Planning and Monitoring minister with Arthur Somare facing misconduct allegations.

"The PM said that it's just a small reshuffle because like there's like certain areas where he sees people are not performing well so he's just rotating them around. Mainly its to do with like some things aren't done how the PM wants so he's just rotating them."
